Dr. Paul Kapotwe is a distinguished development and management professional with over 20 years of experience spanning livelihoods, human development, environment, water and natural resources management, enterprise development, and commerce. He is the immediate past and inaugural Director General of the Water Resources Management Authority (WARMA) in Zambia, where he served from 2014 to 2017 under the Ministry of Water. Throughout his career, Paul has held several senior leadership positions, including Executive Director of WoMena Uganda, Country Representative for WaterAid Zambia, Executive Director of the Programme Against Malnutrition, and Program Manager at Oxfam GB Zambia.
Paul’s expertise extends beyond program leadership to strategic management, corporate governance, and total quality management. His strong interest in financial inclusion has led him to conduct pioneering research on the challenges of providing financial services to the poor and on the operational and growth factors affecting Zambia’s informal sector.
He holds both a Master’s and a Doctorate in Business Administration and is a member of the Economics Association of Zambia (EAZ). Deeply committed to social impact, Paul serves on the Board of Hivos Zambia, the Advisory Board of Evidence Frontiers of East Africa, and as Local Resident Representative of ROCKBlue in Zambia. He is also an active member of Rotary International, where he continues to advance service, leadership, and community development initiatives.
