Strategy & Policy Advisory

Evidence Frontiers provides Strategy and Policy Advisory support that helps organisations move from ambition to execution—bridging evidence, politics, and delivery realities. We work with governments, donors, UN agencies, and civil society to shape strategies, policies, and investment decisions that are context-responsive, equity-centred, and measurable. Our advisory is designed to strengthen legitimacy, improve feasibility, and accelerate adoption—so policy and strategy translate into sustained results.

Our Afrocentric and decolonised lens

Our approach recognises that strategy and policy are shaped by history, power, and local narratives—not only technical design. We prioritise locally led analysis, elevate community and practitioner knowledge, and support partners to design reforms that reflect lived realities and institutional constraints. We reduce extractive consulting by co-creating with local stakeholders, strengthening national and sub-national capacity, and ensuring recommendations are owned by those responsible for implementation.

Focus areas

We support partners across a range of strategic and policy needs, including:

  • Strategy design and refresh: organisational, country, thematic, and portfolio strategies; results architecture and strategic alignment.
  • Policy design and reform support: policy options analysis, drafting support, implementation roadmaps, and regulatory considerations.
  • Political economy and stakeholder strategy: power and incentives mapping, coalition building, and engagement plans for reform and adoption.
  • Evidence-to-policy translation: turning research and evaluations into policy briefs, investment cases, messaging, and decision memos.
  • Systems strengthening and governance: institutional arrangements, coordination models, accountability mechanisms, and performance management.
  • Financing and resource mobilisation: domestic resource mobilisation narratives, costed strategies, value-for-money positioning, and donor engagement support.
  • Gender, equity, and inclusion mainstreaming: GEDI integration in policies and strategies; social norms and safeguarding-sensitive approaches.
  • Learning agendas for policy influence: defining learning questions, milestones, and feedback loops to support adaptive policy implementation.

How we work

We combine technical rigour with pragmatic facilitation to deliver advisory that is analytically strong and politically feasible. Our process is built on co-creation with government counterparts, communities, frontline implementers, and partners—using inclusive workshops that strengthen ownership and align incentives. We conduct context and feasibility diagnostics (rapid evidence reviews, systems mapping, and political economy analysis) to clarify what will work, for whom, and under what conditions. We then develop realistic options with explicit trade-offs, risks, and implications, and translate these into implementation-ready roadmaps with clear roles, milestones, monitoring pathways, and feedback loops for adaptive management. Where needed, we embed capacity strengthening through mentoring and practical tools that enable teams to sustain delivery beyond the advisory engagement.

What clients receive

Clients receive practical, decision-ready outputs tailored to their policy and strategy cycle. Typical deliverables include costed strategies and implementation roadmaps; policy briefs and options papers with feasibility and risk analysis; stakeholder engagement and coalition-building plans; results frameworks, indicator plans, and learning agendas; investment cases and resource mobilisation narratives; and governance and coordination models that clarify decision rights and accountability mechanisms. We package these outputs in formats that support uptake—clear executive summaries for leadership, working tools for technical teams, and facilitation products that enable alignment and action across stakeholders.
